If your spouse earns significantly less than you, make sure the lower-earning spouse's income (including investment income, RRSP income, and all other sources) is below the BPA so you can claim the maximum Spouse or Common-Law Partner Amount. The Basic Personal Amount was part of the original 1972 income tax reform under the Carter Commission recommendations. Before personal credits, Canadians received a basic personal exemption — a deduction from income rather than a credit. Converting to a credit system in 1988 ensured that the BPA provides equal dollar value to all taxpayers regardless of marginal rate.
