California's Proposition 13, passed by voters in 1978, caps property tax increases at 2% per year and resets the assessed value to purchase price only when a property changes ownership. A homeowner who bought in 1985 might pay $1,800/year in property taxes while their neighbor who bought the same-sized house in 2020 pays $16,000/year.
