Initially the inclusion rate for individuals was just 25% (giving an effective rate of around 10% at the top). It was raised to 33.3% in 2012 and to 40% in 2016. Despite these increases, South Africa's effective CGT rate for individuals remains among the lower half of OECD-comparable economies, partly because the progressive income tax already captures most high-income earners.
