The VC Method back-calculates current valuation from the expected terminal value. If this company reaches $30M ARR in 5 years and exits at 8x ARR, the terminal value is $240M. A VC requiring a 10x return on a $3M investment needs to own $30M / $240M = 12.5% at exit. To own 12.5% post-seed at $3M investment, post-money must be $3M / 0.125 = $24M, implying a $21M pre-money.
