For Hu Tao, a Pyro DMG Goblet is mandatory and having both Crit Rate and Crit Damage as starting sub-stats is excellent. The ATK sub-stat is irrelevant for Hu Tao (she scales on HP), but the two crit rolls and one HP% roll outweigh this. With 4 remaining upgrades potentially all hitting crits, CV could reach 26.4+23.2 = approximately 49.6 — exceptional for this slot.

What is a good Crit Value for an artifact?
