The Jeonse deposit essentially acted as a low-cost loan from tenant to landlord, with free housing as the interest payment. At its peak in the 2010s, Jeonse deposits for Seoul apartments exceeded KRW 1 billion — effectively requiring most tenants to take out bank loans just to afford a rental arrangement.
