Žingsnis po žingsnio instrukcijos

1

Determine Your Years of Substantial Earnings

Look up the Social Security Administration's (SSA) table of 'substantial earnings' for each year you worked. Count how many years your earnings exceeded those thresholds. Match this number to the WEP Factor table to find your adjusted percentage (between 40% and 90%).

2

Gather the Year's Bend Points and Your AIME

Find your Average Indexed Monthly Earnings (AIME) from your Social Security statement. Then, locate the official SSA bend points for the year you turned 62.

3

Compute the Adjusted Primary Insurance Amount (PIA)

Multiply your adjusted WEP percentage by the first bend point dollar amount. Calculate the remaining brackets normally (using 32% and 15% respectively) and sum these values together.

4

Apply the WEP Guarantee Cap

Calculate the difference between your normal benefit and your WEP-adjusted benefit. Compare this difference to 50% of your monthly non-covered pension. If the difference is larger than half your pension, reduce your standard benefit by exactly half your pension instead.

Introduction

If you have worked in a job where you didn't pay Social Security taxes—such as a government position, school district, or a job in another country—and you also qualify for a pension from that work, your Social Security retirement benefits might be reduced. This reduction is called the Windfall Elimination Provision (WEP).

Don't worry! While the rules might seem overwhelming at first, calculating the WEP manually is entirely doable. This guide will walk you through the math step-by-step so you can confidently estimate your future benefits.

Understanding the Core Concepts

Social Security calculated benefits normally use a formula based on your Average Indexed Monthly Earnings (AIME). This formula is split into three brackets, separated by dollar values called bend points (which change annually).

Normally, the formula is:

  1. 90% of your AIME up to the first bend point.
  2. 32% of your AIME between the first and second bend points.
  3. 15% of your AIME above the second bend point.

How WEP Changes This: If you are subject to WEP, the 90% factor in the first bracket is reduced—potentially all the way down to 40%. The exact percentage depends on your Years of Substantial Earnings (YSE) under Social Security.

Years of Substantial Earnings Factor Table

  • 30 or more years: 90% (No WEP reduction!)
  • 29 years: 85%
  • 28 years: 80%
  • 27 years: 75%
  • 26 years: 70%
  • 25 years: 65%
  • 24 years: 60%
  • 23 years: 55%
  • 22 years: 50%
  • 21 years: 45%
  • 20 or fewer years: 40% (Maximum WEP reduction)

Note: The total WEP reduction can never be more than 50% of your non-covered monthly pension. This is called the WEP Guarantee.

Worked Example

Let's calculate the WEP reduction for Sarah using 2024 bend points (First bend point = KINL17,078).

  • Sarah's AIME: $2,000
  • Sarah's Years of Substantial Earnings: 22 years (which corresponds to a 50% WEP factor)
  • Sarah's Monthly Non-Covered Pension: $800

Step 1: Calculate Standard Benefit (Without WEP)

  1. 90% of the first KINL21,056.60
  2. 32% of the amount between KINL32,000 (KINL4264.32
  3. Total Standard Benefit: KINL5264.32 = $1,320.92

Step 2: Calculate WEP-Adjusted Benefit

  1. 50% (her WEP factor) of the first KINL6587.00
  2. 32% of the remaining KINL7264.32
  3. Total WEP-Adjusted Benefit: KINL8264.32 = $851.32

Step 3: Check the WEP Guarantee Cap

  • Calculated Reduction: KINL9851.32 (WEP) = $469.60
  • WEP Guarantee Limit: 50% of her KINL10400.00**

Because the calculated reduction (KINL11400.00), Sarah's actual reduction is capped at $400.00.

  • Sarah's Final Monthly Social Security Benefit: KINL12400.00 = $920.92

Common Pitfalls to Avoid

  • Confusing "Years of Work" with "Years of Substantial Earnings": Social Security defines "substantial earnings" with a specific dollar threshold each year. Simply having worked 30 years does not mean you have 30 years of substantial earnings.
  • Forgetting the WEP Guarantee: Always check if your calculated reduction is more than half of your monthly non-covered pension. If it is, cap your reduction at that half-value!
  • Using the Wrong Year's Bend Points: Bend points change annually with national wage indexing. Always use the bend points for the year you turn 62.

When to Use an Online Calculator

While doing this by hand is fantastic for understanding how your pension affects your retirement planning, you should use an official online Social Security WEP calculator when you are ready to file. Online calculators automatically pull your exact historical earnings record and apply the precise indexing factors for your birth year, saving you from tedious historical database lookups!
