Check Core Eligibility
Ensure you meet HDB's age (21+), citizenship (at least one SC), and property ownership rules (no private property owned in the last 30 months).
Calculate Average Monthly Income
Sum your gross monthly salaries (excluding bonuses) for the past 12 months and divide by 12 to find your average monthly household income.
Determine Your EHG Bracket
Compare your average household income to the HDB Enhanced CPF Housing Grant table to find your tier. Grants range from $15,000 to $120,000.
Add Resale Grants (If Applicable)
If buying a resale flat, add the Family Grant (up to $80,000) and the Proximity Housing Grant (up to $30,000) to your EHG total.
Introduction: Planning Your Dream Home in Singapore
Buying your first home in Singapore is an exciting milestone! The Housing & Development Board (HDB) offers several housing grants to make public housing affordable. However, navigating the eligibility criteria and calculating your grant amounts can feel overwhelming.
While online tools are incredibly fast, calculating your eligibility and grants by hand is a fantastic way to truly understand your household budget and financial options. In this guide, we will walk you through the manual formulas, eligibility rules, and real-life calculations so you can plan your HDB purchase with confidence.
Prerequisites: What You Need Before You Start
Before we dive into the math, gather the following details for you and your co-applicant (usually your spouse or fiancé/fiancée):
- Singapore Citizenship Status: At least one applicant must be a Singapore Citizen (SC).
- Employment Status: Continuous employment for the past 12 months prior to the application.
- 12 Months of Payslips: Your gross monthly income (including basic pay and fixed allowances, excluding bonuses) for the last 12 months.
- Proximity Details: Will you be living with or within 4 km of your parents? (Relevant for resale flats).
The Core Formulas & Rules
To find your total housing grants, we use a simple additive formula:
KBLK0
Note: Family Grants and PHG apply primarily to Resale Flats, while EHG applies to both BTO and Resale flats. The Additional Housing Grant (AHG) has been fully replaced by the Enhanced CPF Housing Grant (EHG).
1. The Income Ceiling Rule
To buy a new BTO flat, your average monthly household income must not exceed the ceiling:
- $14,000 for 4-room or larger flats.
- KINL414,000 for 2-room / 3-room flats (depending on the project and flat type).
2. The Enhanced CPF Housing Grant (EHG) Scale
The EHG is tiered based on your average household income over the last 12 months. The maximum grant is **KINL5\leKINL61,500) and scales down to **KINL79,000). If your combined income exceeds KINL80.
Step-by-Step Manual Calculation
Step 1: Check Your Core Eligibility
First, verify that your household meets the basic eligibility criteria. You must be at least 21 years old, have at least one Singapore Citizen in the core nucleus, and not own any private property locally or overseas within the last 30 months.
Step 2: Calculate Your Average Monthly Household Income
Add up the gross monthly income of all applicants over the last 12 months, then divide by 12. KBLK1 Remember: Do not include variable bonuses, but do include fixed monthly allowances.
Step 3: Determine Your EHG Tier
Use the official HDB EHG brackets to find your grant amount. For couples, some key brackets include:
- Income KINL9 KINL10120,000**
- Income KINL115,000: $65,000
- Income KINL129,000: $15,000
- Income > KINL130**
Step 4: Add Resale Grants (If Applicable)
If you are buying a Resale Flat instead of a BTO:
- Family Grant: Up to $80,000 (for SC/SC couples buying a 2- to 4-room flat).
- Proximity Housing Grant (PHG): KINL1430,000 if living together with parents.
Worked Example with Real Numbers
Let’s calculate the grant for John and Sarah, a young couple buying a 4-room BTO flat.
- John's monthly income: Stable at $3,000/month for the last 12 months.
- Sarah's monthly income: Stable at $2,500/month for the last 12 months.
1. Check Income Ceiling
KBLK2 Since KINL1514,000 BTO ceiling, they are eligible to apply!
2. Calculate EHG
With a combined income of $5,500, we look up the EHG bracket.
- For a combined income of KINL165,500, the EHG grant is $55,000.
3. Total Grant Amount
Because they are buying a BTO (not a resale flat), they are not eligible for the Family Grant or PHG. KBLK3 John and Sarah will receive $55,000 credited directly into their CPF Ordinary Accounts to offset the purchase price of their BTO flat!
Common Pitfalls to Avoid
- Including Bonuses: Many buyers accidentally include annual performance bonuses or 13th-month AWS in their gross income calculations. This artificially inflates your income and might lower your grant amount or push you past the eligibility ceiling!
- Employment Gaps: To qualify for the EHG, at least one applicant must have been continuously employed for 12 months prior to the flat application. Gaps in employment can disqualify you from the grant.
- Confusing BTO and Resale Grants: Remember that the Proximity Housing Grant (PHG) and the standard Family Grant are strictly for resale flats. If you are buying a BTO, you only qualify for the EHG.
When to Use an Online Calculator
While doing the math by hand helps you understand the brackets and requirements, using an online HDB calculator is highly convenient when:
- You have irregular commission-based income or multiple part-time jobs.
- You want to quickly compare the grants you would get for a BTO versus a Resale flat.
- You want to simulate how changing your proximity to your parents (within 4 km vs. co-living) impacts your budget.
