Philadelphia's wage tax, first enacted in 1939, was originally intended as a temporary measure to help the city recover from the Great Depression. Over 85 years later, it remains the city's single largest source of revenue and one of the highest local income taxes in the nation at 3.75% for residents. The tax has been blamed for driving population and business out of the city to surrounding suburbs, and the rate has been gradually reduced from its peak of 4.96% in the 1980s.
