If you are applying for TANF and have any earned income, make sure you understand your state's earned income disregard before assuming you are ineligible. In many states, the disregard allows you to earn $800 to $1,200 or more per month while still receiving a partial TANF benefit. When TANF replaced AFDC in 1996, the federal block grant was set at $16.5 billion per year. That same amount has not been increased or adjusted for inflation in nearly 30 years. If the block grant had been indexed to inflation, it would be approximately $32 billion in 2024, meaning that the real value of federal TANF funding has declined by roughly 50 percent. This erosion has been a major factor in states reducing benefit levels, tightening eligibility, and diverting block grant funds to non-cash-assistance purposes.
